1 Strategic Plan April 23, 2014 Introduction The Indiana Geographic Information Council's (IGIC) Strategic Plan establishes a path of action to meet opportunities and challenges of applying geographic information systems (GIS) in Indiana. This multiyear plan requires broad engagement of the IGIC membership and our key partners to achieve its ambitious objectives. Implementing this plan will ensure that IGIC is visionary, realistic, and relevant to the mission of coordinating GIS in Indiana. The following document maps out specific objectives for IGIC and how to achieve each goal. Mission It is our mission to lead the effective application of geographic information throughout Indiana by coordinating, advocating, funding, disseminating data, promoting education and outreach, adopting standards, building partnerships, and creating programs such as the IndianaMap. Vision It is our vision to provide a modern, accurate, documented, and accessible geospatial information infrastructure for all of Indiana. Goals & Objectives To accomplish its goals, IGIC has established the following objectives that are clear, concise, attainable and measurable: 1. IGIC will work to attain permanent base-level funding to the State GIS Fund to directly support GIS for Indiana. 2. IGIC will educate decision makers and the public in the value of Indiana s investment in geospatial data and technology. 3. Pervasive, open and free access to Indiana s geospatial resources is fundamental to the success of Indiana s geospatial information infrastructure. IGIC will continue to facilitate and ensure that those geospatial resources are sustainable and help to maintain access through leading-edge technology provided by projects such as the IndianaMap at the Indiana Geological Survey (IGS), the Indiana Spatial Data Portal at Indiana University-University Information Technology Services (UITS), the State Data Center Program, the Indiana Business Research Center (IBRC), and others. 4. IGIC will work with the Indiana Geographic Information Office as defined by IC to develop and advise on standards, interoperability strategies, a data integration plan, and policy related to geographic information. 5. IGIC will help coordinate and lead local, regional, and statewide projects and programs for the development and dissemination of geospatial data on the IndianaMap. 6. IGIC will build partnerships to support and strengthen the Indiana GIS community. Page: 1 of 11

2 7. IGIC will grow its membership by providing educational and networking opportunities, expanding member benefits, and providing interactions with corporate partners. 8. To increase local and statewide resilience to our emerging challenges, IGIC will advance the use of geospatial technology using Indiana s existing geospatial data. In addition, we will support the development of new geospatial data layers for an ever-evolving understanding of our complex systems. The government defines resilience as the ability to prepare for and adapt to changing conditions, and withstand and recover rapidly from disruptions. 9. IGIC will strive to build and maintain a 1-year operating cash reserve of $150,000. Page: 2 of 11

3 Goals & Objectives Details IGIC Strategic Plan, April 23, IGIC will work to attain permanent base-level funding for the State s Geographic Information Office to directly support GIS for Indiana. a. IGIC will work to develop a metric to measure how effective our efforts are in demonstrating the value of GIS to our elected officials to support the governing process and the delivery of citizen services. b. IGIC will work to promote a general fund or other revenue sources to provide resources through the GIO s office for: Local Government GIS development, maintenance, and data sharing Geographic Information Office operations and staffing IndianaMap program operations and staffing c. IGIC will support the design of programs and funding to address the development and stewardship of Statewide Framework Data, such as (listed alphabetically): Broadband availability mapping Elevation data (LiDAR) Height modernization for geodetic positioning Jurisdictional boundaries Local-resolution National Hydrography Data Orthophotography Parcels Point addresses Road centerlines Structures (critical infrastructure) Page: 3 of 11

4 2. IGIC will educate decision makers and the public in the value of Indiana s investment in geospatial data and technology. a. IGIC will work to ensure IndianaMap becomes the primary and authoritative source of mapping data used by the Indiana Legislative Services agency and the staff of Indiana s House and Senate elected officials. b. IGIC will meet with local elected officials, and members of the Indiana legislature and state administration to build an understanding of the benefits and key technical and policy issues related to the development of IndianaMap and local and statewide geospatial information. c. IGIC will disseminate information (IGIC News-blog, Excellence in GIS stories, IGIC s Guide for Elected Officials, IndianaMap News Return on Investment updates, etc.). d. Continue to work to advance public awareness of IGIC. Page: 4 of 11

5 3. Pervasive, open and free access to Indiana s geospatial resources is fundamental to the success of Indiana s geospatial information infrastructure. IGIC will continue to facilitate and ensure that those geospatial resources are sustainable and help to maintain access through leading-edge technology provided by projects such as the IndianaMap at the Indiana Geological Survey (IGS), the Indiana Spatial Data Portal at Indiana University-University Information Technology Services (UITS), the State Data Center Program, the Indiana Business Research Center (IBRC), and others. a. Partners are critical to the continuous improvement of Indiana s spatial resources. IGIC s primary partners are stipulated through the Indiana Code, MOUs, Contracts and other forms of agreements. IGIC s primary partners are: Indiana Geographic Information Office (GIO) Indiana Geological Survey (IGS) Indiana University - University Information Technology Services (UITS) Indiana Counties through the IndianaMap Data Sharing Initiative See Goal and Objective #6 for a complete list of additional partners. b. Support the government data pipeline through which our geospatial data flows to our consumers, including: Local Governments including counties, cities and towns, townships, schools, and special districts Indiana State Library Data Center Indiana Business Research Center (IBRC) OpenTopography LiDAR & DEM Server USGS - The National Map, EarthExplorer, 3DEP, etc. Federal Data.gov & Geoplatform.gov Other federal agencies - NRCS, EPA, NOAA, etc. NSGIC GIS Inventory c. IGIC works with other users and distributors of geospatial data to ensure both vertical and horizontal integration of IndianaMap s authoritative data with these products: Google - Maps/Earth Microsoft Bing Esri - ArcGIS.com and other initiatives Community/Open Source Data Providers - OpenStreetMaps, etc. Commercial data aggregators and added-value data providers Page: 5 of 11

IGIC will work with the Indiana Geographic Information Office as defined by IC to develop and advise on standards, interoperability strategies, a data integration plan, and policy related to geographic information. a. IGIC, through its executive director, board, committees and workgroups, will develop and deliver data standards and a data integration plan to the Indiana GIO for review and ultimately, veto or adoption. The data integration plan will be updated and provided annually as required by IC The data standards will be developed as needed to best serve the interests of the statewide GIS community. b. IGIC, through its executive director, board, committees and workgroups, will advise the GIO as to policy related to geographic information. The nature of this advice will be ad hoc to reflect changing circumstance throughout Indiana, across states, and at the federal government level. This advice may be solicited by the GIO but may also be presented as unsolicited advice. c. IGIC, through its executive director, board, committees and workgroups, will create and recommend strategies to the GIO related to effective data sharing, data interoperability, data creation and distribution, and similar issues as necessary to improve the quality, availability, and use of geographic information and technology in the state of Indiana. 7 5. IGIC will help coordinate and lead local, regional, and statewide projects and programs for the development and dissemination of geospatial data on IndianaMap. a. Data Inventory IGIC will continue to work with data stakeholders and data stewards across Indiana to identify, document and maintain Indiana's geospatial asset inventory on the NSGIC GIS Inventory and on Data.gov. b. Data Development IGIC will continue to actively pursue project/grant opportunities through federal, state, local, and private partnerships to maintain and advance the IndianaMap. c. Data Stewardship IGIC will continue to work with data providers to ensure the timeliness and quality of Indiana s geospatial data. IGIC will also continue to provide project development, project coordination/management, quality control/quality assurance, and data distribution support for statewide framework data development and maintenance. d. Data Distribution IGIC will continue to provide support for IndianaMap.org web site, the Indiana Spatial Data Portal, and the Indiana elevation data portal hosted by OpenTopography to be the trusted source of authoritative publically available geospatial data in Indiana. 8 6. IGIC will build partnerships to support and strengthen the Indiana GIS community. IGIC Strategic Plan, April 23, 2014 a. Maintain and expand partnerships with the following organizations: Indiana Geographic Information Office (GIO) Indiana Geological Survey (IGS) Indiana University - University Information Technology Services (UITS) Indiana Counties through the IndianaMap Data Sharing Initiative Indiana State Agencies (IOT, INDOT, IDEM, IDHS, INDNR, IDOH, IDOA, ISDC, ISP, etc.) U.S. Geological Survey (USGS) U.S. Department of Agriculture Natural Resource Conservation Service (NRCS) Indiana Society of Professional Land Surveyors Coalition of Universities for Spatial Information Sciences (CUSIS) IndianaView at Purdue University The University of Notre Dame, Center for Research Computing - Geospatial Analysis Laboratory b. Work to establish more formal partnerships with the following: Indiana Underground Plant Protection Services - Indiana811 Indiana Association of Cities and Towns Association of Indiana Counties County Surveyor s Association of Indiana Indiana Economic Development Corporation Indiana Economic Development Association c. Maintain IGIC membership and active involvement with the National States Geographic Information Council. Page: 8 of 11

9 7. IGIC will grow its membership by providing educational and networking opportunities, expanding member benefits, and providing interactions with corporate partners. a. Develop and manage the Annual Indiana GIS conference. b. Offer monthly and quarterly educational events. b. Develop and maintain new and improved members-only Web content, collaboration tools, and social networking communication tools. c. Increase exposure to IGIC through GIS Day and other events that introduce IGIC and mapping principles to new audiences and potential new members. d. The Board of Directors, through the Membership Committee, will develop a marketing plan for the growth of IGIC with new audiences and potential new members. Page: 9 of 11

10 8. To increase local and statewide resilience to our emerging challenges, IGIC will advance the use of geospatial technology using Indiana s existing geospatial data. In addition, we will support the development of new geospatial data layers for an ever-evolving understanding of our complex systems. The government defines resilience as the ability to prepare for and adapt to changing conditions, and withstand and recover rapidly from disruptions. These new challenges would be better informed through a spatial lens, and include: Disasters, both Natural and Human-exacerbated Environmental, such as a Result of Over-development Education, Economy and Workforce Community and Personal Wealth Community and Personal Health Infrastructure Lifecycle Population Change Geospatial data and technology plays a critical role in managing and improving our infrastructure, government services, natural resources, environment, and public safety. Hoosiers face many new challenges to resiliency, many of which are already playing out in our lives. To support better decision-making at the Local, Regional and State, IGIC will: a. Promote the development of new local-resolution statewide GIS layers. (e.g. Land Use, Land Cover, Infrastructure Age, Water Consumption, Drought Conditions, and others). b. Collaborate with partners to use and develop geospatial data and technology to help build a statewide plan to build resiliency (e.g. USGS, NOAA, IOT-GIO, IDNR, IDEM, The Nature Conservancy, and Earth Charter Indiana). 11 9. IGIC will strive to build and maintain a 1-year operating cash Reserve Fund of $150, a. The IGIC Executive Committee and Executive Director will develop a long-term budget strategy to achieve this goal. b. The IGIC Executive Committee and Executive Director will develop a strategy to leverage and invest the Reserve Fund through grants and other methods. c. The IGIC Executive Committee and Executive Director will develop a Fiscal Contingency Plan that defines metrics to measure and triggers to react to the fiscal health of the organization. On an ongoing basis the plan will be used to look at IGIC operating revenues and expenses as budgeted in the current IGIC fiscal year to allow the Executive Committee and Executive Director to adjust spending and Reserve Fund deposits to help ensure the overall fiscal health and longevity of the organization. - END OF DOCUMENT - Page: 11 of 11
