3 MISSION The Directorate General for Territorial Development (DGT) is the national public agency responsible for pursuing public policies on land use and urban development, respecting the principles, objectives and norms established by the Land and Planning Act. DGT also is responsible for the consolidation, application and updating of the legal and regulatory framework that supports it, for the promotion of land management best practices, as well as the development and dissemination of guidance and technical criteria that guarantee an adequate organization, enhancement and use of the national territory, along with the creation and maintenance of reference geographic databases, namely the National Geographic Information System, the National System of Territorial Information and the National Cadastral Information System and still sustain production of national topographic reference cartography and maintain the geodetic network.

5 Spatial Planning and Cities DGT, as the national authority on spatial and urban planning, takes part in the definition of the national spatial, urban and city planning policy, ensuring its coordination with different other policies, technically supporting the development of the legal and regulatory framework, monitoring and promoting both implementation and evaluation. Together with the Spatial Planning Observatory, to which it must provide technical support, DGT also has to monitor and to coordinate the National Program for Policy Land Planning - PNPOT, as well as to develop the necessary actions for its updating and review. Together with other entities, DGT also promotes and coordinates, at the national level, the implementation of the European Landscape Convention and to take part, as well, in national, European and international programs and projects, on sustainability, cohesion, competitiveness, and territorial and cities governance.

6 Cartography and Geodesy Regarding to geodesy activities, DGT is responsible for the definition of the national geodetic reference systems and to keep up with the improvements and maintenance of the Portuguese geodetic infrastructure, as well as keeping data records that characterize them, thus guaranteeing conditions for its distribution and use. Promoting national mapping coverage involves the creation and maintenance of geographic information databases for the whole country, which ensure both its publication and distribution. DGT also has the responsibility to produce and to make available ortophotomaps and topographic base mapping, at medium scales, both in vector and image formats.

7 Real Estate Cadastre Real estate cadastre is the multifunctional and boundaries registry of real estate to which several data is associated, related to ownership, including supplementary data like easements, restrictions, land use, urban planning parameters, duties and costs, licensing, etc.. As a supporting tool for decision making, land use planning and sustainable development, cadastre is one of the main priorities of DGT.

8 Regulation Production of spatial and urban planning technical standards and provision of cartographic production and reproduction; Promotion, support and assessment of their adoption and application through the: Regulation of the performance of geodesy, cartography and cadastre activities; Control of production and legal ratification activities and cartographic products approval; Registration and control of the private producers of maps, supervision and verification of the reference mapping support to the Municipal Plans (PMOT), among other activities. 9 Information Systems SNIG National Geographic Information System National spatial data infrastructure, which allows through its geo-portal, to search, visualize and explore spatial information nation-wide, produced by official and private authorities

10 Information Systems SNIT National Spatial Planning Data Infrastructure SNIT is a national territorial information system, based on Internet and GIS technologies, developed according to the INSPIRE Directive, aimed to be a collaborative platform linking all Administration bodies that take part in territorial planning and management decisions and to display official information accessible to the general public and to all concerned with territorial development

11 Information Systems SIARL Coastal Management Information System SIARL promotes an integrated and sustainable land management information system, predominantly in the continental coastal area, both present and historical. It allows public agencies and other users with coastal expertise to expand knowledge of coastal dynamics.

12 Information Systems SNIC National Cadastre Information System The national infrastructure of spatial data that enables, through its portal, to create, store, view and explore national cadastre and land registry information produced by official and private entities.

15 Historical Collection The merge process from which has resulted the Directorate-General for Territory Development (DGT), gathered the collections from IGP and DGOTDU, which are today valuable public assets that complement each other. The former DGOTDU was the heir to the estate of successive Central Administration bodies that, since 1944, the year of its creation, held the responsibility of pursuing the national policy on urban planning and spatial planning issues. The former IGP was the successor of a number of public institutions whose origins date back to the late eighteenth century the, then, newly formed Commission for General Triangulation Works of the Kingdom. As an agency linked to surveying, cartography and cadastre, IGP is the trustee of a vast scientific and historical heritage.
