2 Overview of the Road Home Program Hurricanes Katrina and Rita created the largest natural disaster in American history In Louisiana: 123,000 homes suffered major damage 82,000 rental properties suffered major or severe damage The Road Home Program is the largest redevelopment effort in the history of the United States

3 Overview of the Road Home Program Federally funded A community development block grant program (CDBG) under Department of Housing and Urban Development (HUD) rules Specifically funded by Congress $10.4 Billion for Louisiana for a variety of community development activities $6.35 Billion of which is for the Homeowner Assistance Program

5 Overview of the Road Home Program The Road Home Program consists of a number of sub-program elements Homeowner Assistance Program Workforce and affordable rental housing Small Rental Property Program Piggyback program Supportive housing Flexible developer incentives Homeless supports and housing Developer incentives and code enforcement

6 WIMBY Background The What s in My Back Yard? (WIMBY) tool was developed to provide information on the recovery status of neighborhood assets in Southern Louisiana post-katrina and -Rita. The WIMBY tool consists of two parts: 1. WIMBY Reports provide data in a printable format at the parish, zip code, and neighborhood (Orleans Parish only) levels 2. WIMBY Maps illustrate the locations of open facilities, percentages of Road Home applicant option selections, and properties that have been sold to the State

7 Identifying Scope of Information Initial request for information identified four categories of interest (water, gas, schools, building permits) Road Home operating and support groups were also asked to identify data categories that would be helpful. Current data categories driven primarily by: Homeowner Assistance Program Small Rental Property Program Special Needs Assistance Team

10 Data Collection and Presentation Data collected at the zip code level Clear definition across all parishes Expedites data collection Appropriate geographic size for Road Home applicants to find information useful Data presented at the parish, zip code or neighborhood levels Many facilities serve larger areas (e.g. hospitals) Only Orleans Parish has clearly defined neighborhood maps, also known to local clientele

11 Data Collection Process WIMBY data collection process involves two primary steps: 1. Internet research via online sources Louisiana Department of Education Louisiana Hospital Association Louisiana Department of Social Services 2. Call Confirmations Address verified Facility open/closed status verified

12 Data Updates Applicant Options Selected data is obtained weekly from the Road Home Other data categories refreshed on 60-day cycle Database currently contains approximately 10,000 records

14 WIMBY Reports WIMBY Reports list both open and closed services and facilities by parish, zip code, or neighborhood Printed reports have been available since March to Road Home applicants during appointments Based on customer feedback and client request, reports made available to general public in May

15 WIMBY Maps WIMBY Maps display open facilities only, with panning to zip codes and neighborhoods Available only during appointments through July, with limited zoom and print functions due to PII Now available to the general public with changes in data display

16 User Input to WIMBY Public users can offer new information on services and facilities via the WIMBY Public Update Tool Public may submit a new facility or changes to an existing facility Public submissions are confirmed prior to being entered into the WIMBY database

17 The Future of WIMBY The WIMBY tool will be available throughout the life of The Road Home Current efforts focused primarily on data updates and maintenance Benefits of WIMBY extend beyond life of Road Home Program Central repository for presentation of data from various State agencies
