The Analytical Tables: Elementary Education in India: Progress towards UEE is based on the data received from all the States & UTs of the country for the year The publication presents not only state-specific indicators but also brings in many new dimensions of elementary education into focus. It incorporates key indicators on all aspects of universalisation of elementary education in case of all the States & UTs of the country. The Analytical Tables: is based on the data received from as many as 1.45 million schools spread over 680 districts across 36 States & UTs. The study of this magnitude cannot be completed without the active involvement and participation of the EMIS professionals at the national and sub-national levels. 11 Executive Summary 1. Introduction 1.1 The National University of Educational Planning and Administration has created a comprehensive computer based system that provides researchers and policy planners the tools required to evaluate all aspects of elementary education in India known as District Information System for Education (DISE). During , scope of U-DISE was expanded from Primary and Levels to Secondary and Higher Secondary levels of Education and it is then known as Unified- DISE (U-DISE). It covers all the recognised and unrecognised schools and madarsas which is imparting formal education across all the 680 districts of the 36 States and UTs of the country. 1.2 The MIS Units are now operational both at the district and state levels and are equipped with necessary hardware and software. A number of states have set up MIS Units at the block level. The U-DISE software is operational in all the districts of the Country and is providing vital information for policy formulation and preparation of district elementary education plans. What is remarkable about U-DISE is that it has drastically reduced the time-lag in the availability of educational statistics, which is now down from 7-8 years to less than a year at the national level and only a few months at the district and state levels. 1.3 The National University has successfully developed School Report Cards ( of more than 1.45 million primary and upper primary schools/sections, and is available for eleven years i.e to In addition to quantitative information, the School Report Cards also provide qualitative information and descriptive reports about individual schools. What is most amazing is that all this information can now be accessed on the click of a mouse. The School Report Cards provides users comprehensive information on all vital parameters, be it student, teacher or school related variables, in concise, accurate and standard format which is easy to understand and allows meaningful comparisons to be made among schools. In addition, report cards in case of more than 252 thousand Secondary & Higher Secondary schools is also made available. 1.4 U-DISE users can also download raw data as per their requirement for further empirical studies. All the U-DISE publications, such as District and State Report Cards, Elementary Education in Rural and Urban India, U-DISE Flash Statistics including Educational Development Index, and Elementary Education in India: Progress towards UEE, Analytical Reports, are available at Recently three new publications namely Graphic Presentation, Thematic Maps and Elementary Education in India: Trends over a Decade have also been made available at School Report Cards under the Project U-DISE is a joint project of NUEPA and Department of School Education and Literacy, Ministry of HRD, Government of India and is the recipient of National and International awards: e-governance 2010, eindia 2010 National Awards and the Manthan Award South Asia 2010 and the EMPI Indian-Express Indian Innovation Award in Despite significant increase in the number of schools covered under U-DISE, a few schools are yet to be covered; rigorous efforts are being made to reach all such schools. xi

12 1.7 To further improve the quality of data, it has now been made mandatory for all the states to check the data on five percent random sample basis through an independent agency (mostly ICSSR funded institutions and University Education Departments) each year. States are advised to initiate corrective measures in the light of the findings of the random sample. 1.8 U-DISE is user-friendly, menu-driven and constantly evolving software. Every effort is being made to further improve the software. The Data Capture Format is reviewed every year and it has become important in view of the Right to Education Act. From the year , it is proposed to collect detailed students data and generate U-DISE enrolment tables based on it. 2. Elementary Education in India: Progress towards UEE 2.1 To produce meaningful information, data collected from all the 36 states during the year has been summarized in the form of reports. These reports help us in accessing the true health of the prevalent education system in our country. A variety of school and school related variables encompassing school infrastructure, facilities, enrolment, and teachers are summarized by school category in easy to use reports. 2.2 The major highlights of Elementary Education in India: Progress towards UEE, is given in the following sections. Different Sections containing reports are categorised under the following categories: School and Facility indicators, Enrolment-Based indicators and Teacher-Related indicators. 3. School-Based Indicators 3.1 With the improved coverage, the number of schools/sections imparting elementary education covered under U-DISE increased many-fold. From 8,53,601 schools in , their number has increased to 11,96,663 schools in , to 12,50,775 in , 12,85,576 in , 13,03,812 in , 13,62,324 in , 14,12,178 in , 14,31,702 in and to 14,48,712 in but decreased to 14,45,807 in and further increased to 14,49,078 in Of the total schools, about percent schools are located in the rural areas. Number of independent primary schools increased from 8, 53,870 in to 8, 58,916 in and it is showing a decreasing trend 8, 47,118 in and 8,40,546 in which is largely because of merging of schools in a few states.. Category-wise distribution of schools reveals that majority of the schools (58.00 percent) in India are independent primary schools. 3.2 The ratio of primary to upper primary schools/sections which clearly shows the impact of Sarva Shiksha Abhiyan under which a large number of schools have been opened in the recent past. This ratio for the year is one upper primary school/section for every 1.99 primary schools/sections. When this figure is compared over time, one can notice a steady decline in the ratio of primary to upper primary schools/sections. The ratio stood at 2.27 in , 2.23 in , 2.12 in and 2.07 in , 2.06 in , 2.04 in and 2.02 in The data also suggests that in about 19 states, the ratio of primary to upper primary schools/sections is better than the national average of Many of the states have the ratio equivalent to almost two, all of which suggests that by and large schooling facilities have been created and are available across the country. States like Chandigarh (1.04), Daman & Diu (1.28), Delhi (1.69), Gujarat (1.33), Haryana (1.34), Karnataka (1.73), Kerala (1.79), Lakshadweep (1.46), Maharashtra (1.90), Mizoram (1.29), Nagaland (1.65), Odisha (1.79), Puducherry (1.43), Punjab (1.55), Rajasthan (1.62), Telangana (1.81) and Uttar Pradesh (1.90) have a ratio below 2. Despite significant improvement, there are a few states, such as Assam (3.02) and West Bengal (4.16) where the ratio still needs to be further improved. 3.3 Obtaining data from all the private schools is a challenging task. Concerted efforts made by the National University have resulted in a significant xii

13 increase in the number of such schools covered under U-DISE over a period of time. This is important to assess the true picture of universalisation of elementary education in the Country. There were as many as 66,454 and 2,68,014 schools in being managed by the Private Aided and Private Unaided managements respectively. U-DISE data also suggests that majority of the private schools are unaided schools (80.13 percent). The percentage of government and government aided schools is as high as which show that about eight out of every ten schools imparting elementary education in the country is funded by the government. From onwards U-DISE has extended its coverage to unrecognized schools and madarsas also. This covers unrecognized schools, recognized madarsas and unrecognized madarsas imparting formal education. In , the coverage was 26,377 (unrecognized schools), 4,473 (recognized madarsas) and 2,167 (unrecognized madarsas). In there were 24,852 unrecognised schools, 10,064 recognised madarsas and 2,700 unrecognised madarsas covered under U-DISE and its contribution to total elementary schools is 2.60 percent. 3.4 A significant achievement is seen in most of the new schools that have opened in the recent past is the presence of a school building. As many as 3,86,468 new schools have been opened since , majority of which are located in the rural areas and 97 percent of these schools have a school building. During the period to , as many as 2, 12,621 primary schools have been opened which is percent of the total primary schools in the Country. More than 96 percent of such schools have a building. 3.5 Not only the number of schools and schools with buildings increased but also the average number of instructional rooms has increased across the country which is essential for smooth teaching-learning transaction. Irrespective of the school type, schools imparting elementary education across the 680 districts in has an average of 5.1 classrooms, compared to 3.8 in However, a significant difference is noticed in the average number of instructional rooms, in primary schools located in rural areas (3.5 classrooms) and urban areas (5.5 classrooms) and also in government (3.3 classrooms) and private (5.9 classrooms) managed schools. 3.6 Schools imparting elementary education across the country vary in size. There are about and percent schools respectively which have enrolment between 1-25 and There are a large number of small schools, which suggests that there is a need to have separate programme for these schools. In view of the large number of such schools (about percent of million schools), the National University had undertaken a research study, exclusively based on the U-DISE data which can be seen at Some of the salient highlights with regard to other school-based indicators are as follows: The percentage of single-classroom schools during to declined from percent to 4.20 in However, the percentage of such primary schools is 6.06 percent. Despite the decline in percentage of single-classroom schools, their number in absolute terms (60,879) is significant, which needs immediate intervention Over a period of time, the student-classroom ratio (SCR) has shown steady improvement On an average, about 23 students are sitting in one classroom in primary schools compared to 24 in and 39 in States like Bihar which has a SCR of 51 down from 52 in , Delhi 38 from 39 and Chandigarh 39 from 40 show high SCR. Every effort must be made to build more classrooms in these states. Number of districts where SCR is greater than 30 has declined from 239 ( ) to 203 ( ) and to 159 in but increased to 162 in and further decreased to 125 in Primary schools/sections with SCR greater than 30 was in compared to in Similar is the case for upper primary schools with SCR greater than 35. A marginal improvement is seen, from in to in and in xiii

14 3.7.3 Average number of instructional days in previous academic year at primary level is 224 days in At upper primary level, it was 223 days. Percentage of Primary only schools (Government and Aided) with less than 200 working days decreased from 4.46 in to 3.60 in Percentage of upper primary schools/sections with less than 220 working days increased from in to in Facility Indicators 4.1 Like number of schools, instructional rooms, ratio of primary to upper primary sections/schools and other indicators, facilities in schools have also improved significantly which is true for physical, ancillary and teaching-learning facilities. Availability of basic facilities in schools may not only attract more children but also help in improving retention rate. 4.2 About percent schools in had drinking water compared to percent in and 83 percent in About percent of the total schools had water hand-pumps, and percent had tap-water facility. The percentage of schools with boys toilet is out of which percentage are functional and to percentage of schools have girls toilet out of which are functional. Around 52 percentage schools have hand wash facility available near toilet. In case of Government schools percentage schools have boys toilet and percentage schools have girls toilet. 4.3 Some of the other major facilities available in schools are: During the period to , the number of schools with computers increased substantially from 8.99 to percent out of which percent are functional. About percent Primary only schools have computers whereas the same at schools sections was percent. Around percent schools have both electricity and computer. All schools in Lakshadweep has both computer and electricity whereas Bihar has only 6.06 percent schools have both. In case of primary only schools, states like Assam (0.27 percent), Bihar (1.52 percent), Jharkhand (1.49 percent), Madhya Pradesh (1.55 percent), Manipur (0.85 percent) and Odisha (1.63 percent) have less than 2 percentage schools having both electricity and computer. As many as 3, 76,294 (3, 64,834 in the previous year) schools reported to have a computer. In absolute terms, Maharashtra has the highest number of schools (55,893 i.e percent) with computers followed by Tamil Nadu (33,138, percent) and Gujarat (32,523, 73.83). In percentage terms, Lakshadweep (100.00), Puducherry (98.78), Chandigarh (94.53 followed by Kerala (94.30) are the states where schools with computers is more than 90 percent Only percentage schools required ramp and out of which percentage schools have ramp in In , percentage schools required ramp out of which percentage schools were having ramp. Availability of ramp is expected to attract more physically challenged children to the school. There were 2.29 million disabled children enrolled in Together with enrolment by nature of disability, U-DISE is perhaps the only source that provides comprehensive information about physically challenged children in schools and that too is available by the nature of disability Providing nutritious food to all children under the mid-day meal scheme is one of the ambitious programmes of the government. For the first time, a variable on availability of kitchen-shed in school was added to U-DISE during In , 29 percent of schools managed by the government (including aided schools) had kitchen-shed in school. In , percentage Government and Aided schools preparing and providing Mid-day meal has kitchen shed. Around 98 percentage schools (Government & Aided) are providing mid-day meal outof which 91 percentage schools are preparing it in the school premises itself. xiv

15 4.3.4 The percentage of primary schools/sections having attached pre-primary section stood at in , compared to in Percentage share of enrolment in pre-primary classes to total enrolment in primary classes slightly increased from in to in Enrolment-Based Indicators 5.1 The enrolment in primary classes increased from million in to million in and further to million in , million in and million in and thereafter it is showing a decreasing trend. It decreased to million in to million in , to million in and million in At upper primary level the enrolment increased consistently from million on to million in and to million in The GER and NER are and and and respectively at Primary and levels of education. GER of SC at primary level and upper primary level are and respectively. The same for ST are and respectively in The average of 680 districts in indicates the ratio of girls to boys enrolment is 0.93 in primary classes and 0.95 in upper primary classes and both were also same in and Percentage girls enrolment shows a decreasing trend, however decrease is only marginal. At primary level, it decreased slightly from ( ) to in and to slightly increased to in At upper primary level, it slightly decreased from in to in and it remained the same in At the Primary level, the share of SC and ST enrolment with respect to total enrolment in works out to and percent respectively. At the level, it was percent and 9.81 percent respectively. Notably, at all levels, government schools are the main providers of educational needs of both SC and ST children. SC and ST enrolment together had a share of and percent respectively of the total enrolment in government run Primary and schools. The share of OBC enrolment in the Primary and classes in schools across the Country was and percent respectively. 5.4 During U-DISE data collection, an attempt was made to collect information on enrolment of Muslim children for the first time. In , the percentage of Muslim enrolment at Primary level is reported to be (14.37 in ) against in at level. The percentage of Muslim girls enrolment is as high as (Ratio of girls to boys Enrolment, 0.96) and (Ratio of girls to boys Enrolment, 1.06) respectively at Primary and levels of education. Preliminary analysis suggests that there are about 79 districts in the Country which have 25 percent or more Muslim students in primary classes. Most of these districts are from the states of Assam (14), Jammu & Kashmir (17), Lakshadweep (1), Kerala (6), Uttar Pradesh (12) and West Bengal (10). 5.5 A lot of emphasis is given to include and integrate children with special needs into the education system. The percentage enrolment of such children was 1.18 at the primary level and 1.13 at the upper primary level. U-DISE is perhaps the only source that collects information on disabled children in elementary classes on regular basis by nature of disability. In , about 2.29 million (overall ratio of girls to boys enrolment, 0.74) disabled children were enrolled in elementary classes across the country, of which 1.52 million (ratio of girls to boys enrolment, 0.71) were in Primary and 0.77 million (ratio of girls to boys enrolment, 0.78) in classes. 5.6 One of the essential requirements to achieve UEE is to retain students in the education system. The ratio of Grade V to Grade I enrolment in is 92 percent. This is also reflected in the retention rate at primary level which is estimated to be 84 percent. Retention rate of SC, ST and Muslim xv

16 were 83.46, and percentage respectively. 5.7 The average annual dropout rate decreased from 4.15 in to 4.10 in at elementary level. At primary level, it decreased from 4.34 to 4.13 and at upper primary level, it slightly increased from 3.77 to At Elementary level the drop-out rate is 7.29 in Government schools. Similarly elementary level dropout rate of SC was 4.81, ST 7.46 and Muslim Further analysis of primary level dropout rate grade wise reveals that Grade II has the lowest dropout rate (1.63) and Grade V has the highest (9.46). A few states have almost achieved the goal of universal retention at primary level. 5.8 One of the other important indicators that are essential to achieve UEE is a high transition from primary level to upper primary level of education. It has improved significantly from percent in to in Both Boys and Girls have a transition rate of about 90 percent and the same for rural areas is Examination results at Grade V reveals that percent boys have passed the examination and out of which percent have scored more than 60 percentage where as percentage girls has passed Grade V examination out of which percent have passed with more than 60 percentage. In case of Grade VIII, percent boys passed the examination and have passed with more than 60 percentage where as percent girls have passed the examination out of which percent scored more than 60 percent. 6. Teacher-Related Indicators 6.1 Availability of teachers in schools is an important variable for quality education. The total number of teachers in suggests that about 8.08 million (7.96 million, the previous year) teachers are engaged in teaching in schools imparting elementary education across the Country. The data also shows appointment of a large number of teachers across the Country consequent to the SSA interventions. All the schools in the country now have an average of 3 and more teachers. The all-india average reveals that, on an average, there were 5.6 teachers in a school in that imparts elementary education compared to an average of 3.1 teachers per primary school. 6.2 About 48 percent of the total teachers in are female teachers across the country. Data from suggests that the number of female teachers were steadily increasing from percent, it was in Urban areas had higher percentage of female teachers at almost 66 percent compared to rural areas at 41 percent. Irrespective of school types, a significant difference is also noticed in case of female teachers in schools under private (56 percent) and government managements (42 percent). 6.3 Increase in the number of teachers is also reflected in the pupil-teacher ratio which has shown consistent improvement. Overall PTR was 24 in , it has reduced significantly from 36 in During , at the primary level, it was 23 students per teacher while at the upper primary level it was 17. Number of districts where PTR was above 30 was 140. The concentration is mostly in Bihar, Jharkhand and Uttar Pradesh. Similarly, percentage of schools with PTR greater than 30 at the primary level has shown significant improvement, from in to in States like Bihar at 65.92, Delhi (42.92), Jharkhand (41.23) and Uttar Pradesh shows more than 40 percent of Primary schools having PTR above 30. At the upper primary level, percentage of schools having PTR above 35 is decreased to compared to for the previous year. In Bihar, not only is pupil-teacher ratio high but also the student-classroom ratio. 6.4 The percentage of teachers in Government schools is showing a decreasing trend. The government managements have the largest number of contract teachers (14.26 percent). In aided schools, the percentage is 4.31 in The percentage of professionally trained regular teachers was percent in , the same for contractual-teachers is The average age of teachers across states suggests that majority of the teachers in primary schools are between years, which is true for all types of schools. The percentage of teachers in the age group years across school types has been decreased from 7.86 in to In Government schools, 7.43 percent, in Aided schools 8.61 percentage and in Unaided 3.29 percentage teachers are above the age of 55. Exactly 6.16 percent of the total teachers imparting elementary education are expected to retire during the next 2 to 3 years. The process of recruitment needs to be initiated well in advance to fill-up these soon to be vacant positions. 7. U-DISE-Marching Ahead 7.1 India s education policy lays emphasis on Universalisation of Elementary Education (UEE). The role of education in facilitating social and economic progress is well recognized. Improvements in education will not only enhance efficiency but also increase the overall quality of life. Empowering the youth with skills, knowledge and access to productive employment in future is a central instrument for achieving rapid and all inclusive growth. System/ Sector Analysis plays a crucial role in examining the functioning of the education system, identifying major issues, challenges and opportunities. Year on year U-DISE has been collecting data which plays a crucial role in examining and analyzing the system functions and the various contextual factors with respect to the environment of the education system. From the year , it is proposed to collect detailed students data on 35 parameters and generate U-DISE enrolment tables based on it. 7.2 U-DISE collects school-wise information with respect to various variables. The U-DISE Data Capture Format (DCF) is updated annually to include new variables in consultation with the state government. U-DISE has become more important in the light of the Right to Education Act It has included various RTE parameters in its DCF. Given the shift in the focus of planning from the national, state, district level to the school level, U-DISE data on RTE can prove useful Given the diversity of the Country, issues and challenges need to be focus based. Long term, medium-term and annual plans that focuses emphasis or targets issues and challenges at the micro level like girls education (bridging the gender gap), education for schedules castes scheduled tribes and other backward classes as well as resource allocation Analysis of Pupil-Teacher Ratio, Student-Classroom Ratio, number of contractual-teachers, teachers training, and teacher s educational and professional qualifications can be used to access whether teachers fulfil the minimum qualification that can be used as a baseline for accessing teacher s quality and identification of teachers needs. xvii
