3 White Point Landslide Geotechnical Investigation November 2012 Status Report Page 3 November 29, Background This Status Report provides a progress summary of the activities for the White Point Landslide project for the period ending November 29, Since the date of the last posted status report in March of 2012, the Bureau of Engineering (BOE) has continued to oversee and support the geotechnical investigation of the landslide being conducted by Shannon & Wilson, Inc., a private consulting firm. BOE has provided presentations of findings at several community meetings over this time, posted the Final Geotechnical Report for the White Point Landslide on line and has responded to comments on the report. Monthly monitoring of the landslide has continued by surveying of the established set of monitoring stations, and by readings and measurements of instrumentation in groundwater monitoring wells and borings with inclinometers. Attached to this report are the September 28, 2012 Status Report by Shannon & Wilson, Inc. (Attachment 1) and a Summary of Survey Monitoring Points by the Bureau of Engineering (Attachment 2). 2.0 Site Observations and Activities for the Period Ending November 29, 2012 Shannon & Wilson, Inc. completed geotechnical investigation of the landslide and their final report was posted to the Bureau of Engineering (BOE) White Point Landslide web site. As recommended by Shannon & Wilson, Inc., and authorized by BOE, investigative studies and geotechnical analyses have continued in order to evaluate and design stabilization improvement measures. These measures, as conceptually described in the Final Geotechnical Report of the White Point Landslide (see BOE web site) are: install a subsurface dewatering system, construct soil anchors on the beach bluff east the landslide, construct traffic control measures, and perform limited grading in the headward area of the landslide. BOE is working to implement these recommendations with an emphasis on tasks that help prepare for this winter season. An initial shape and trim phase of grading in the landslide area, designed to remove debris, improve safety of the steep slope around the edge of the landslide, and to improve drainage conditions at the head of the landslide, is near completion. Shannon & Wilson, Inc. continue with the geotechnical investigation of the landslide and have completed drilling and instrumentation in two additional borings on the east side of the landslide. Stability and hydrogeologic analyses for the de-watering project are completed. Preliminary plans and a draft geotechnical report for the de-watering system are complete and currently under review by the Bureau. Th slope anchor system stabilization improvement measure design is on-going. Interim measures to improve traffic in the area, such as re-striping the street at the corner of Paseo del Mar and Weymouth, are being implemented. 3.0 Landslide Monitoring for the Period March 29, 2012 to November 29, 2012 Survey Monitoring The BOE continues to survey the established survey monitor stations and monitor points set on the street, curb and ground around the landslide to check for evidence of ground movement which might indicate landslide movement or enlargement. No variation in the survey data has

4 White Point Landslide Geotechnical Investigation November 2012 Status Report Page 4 November 29, 2012 been noted which would indicate evidence of ground movement, with one recent exception. Survey data for Monitoring Station MS-1 located on the curb near the intersection of Paseo del Mar and Weymouth has shown five one hundredths of a foot of displacement. This detected movement is very small and several measurements over time were required for it s confirmation. A summary table of the survey monitoring is provided in Attachment 2. The survey data as of the date of this report shows no indication of surface ground movement near the landslide which might signal landslide enlargement. Instrument Monitoring Geologists from both BOE and Shannon & Wilson, Inc. continue to conduct site observation of the landslide and surrounding area. A status report prepared by Shannon & Wilson, Inc. and dated September 28, 2012 is presented in Attachment 1. As described, Shannon & Wilson, Inc. continues with the inclinometer monitoring (measurement of devices that were placed in some borings to detect ground movement) and water well readings. Subsurface movement or offset was detected in the inclinometer in boring B-7 at a depth of approximately 60 feet. As reported by Shannon & Wilson, Inc., the recent data suggests that movement of approximately 0.1 inches has occurred in the southward direction. These conclusions are preliminary and subject to change as more readings are obtained over time to verify this very small displacement amount and track any changes. Shannon & Wilson, Inc. report that readings of the installed inclinometers indicate that no measurable ground movement has occurred in the areas of the inclinometers between September 27 and October Geotechnical Investigation As noted above, the geotechnical investigation conducted by Shannon & Wilson, Inc. was completed and posted to the Bureau of Engineering (BOE) web site. Shannon & Wilson, Inc. have also completed a draft report for the design and construction of the de-watering system. The attached Status Report by Shannon & Wilson summarizes September 2012 status of some of the ongoing geotechnical studies which are part of the scope of work for stabilization improvement measures. As indicated in the report, Shannon & Wilson, Inc. have completed additional field investigation with laboratory analyses and stability analyses. Some ground cracks developed near the edge of the landslide during the interim grading project and were subsequently removed by the trim grading. Other than these ground cracks, Shannon & Wilson, Inc. report that no new significant ground cracks have been observed in the area between the fence and main landslide mass during the latest monitoring period.

E , TOS SHANNON & WILSON PROJECT NO This letter provides an update to the subtask status for the period ending September 27, Shannon & Wilson is currently completing a geotechnical exploration and design program of the White Point Landslide following the landslide on November 20, We have recorded recent groundwater depths in the inclinometer borings and wells that were installed along the landslide perimeter including new borings B-10 and B-11 (Figure 1). During the most recent reporting period, the groundwater surface or piezometric surface was measured at depths ranging from approximately 22 to 101 feet below ground surface. Groundwater levels measured within the completed wells and inclinometers appear to be relatively stable with only minor fluctuations (Table 1). As discussed previously, the anomalously high groundwater level within B-1 on the west side of the site appears to have lowered to the levels measured in January of During the course of our services, we have not observed new surface cracks related to landslide movement outside of the fenced perimeter of the landslide. No new significant ground cracks have been observed in the area between the fence and main landslide mass during the latest monitoring period. Ongoing visual observation of the existing cracks adjacent to the main head scarp within the fenced-off area suggest that the material immediately adjacent to the scarp continues to move or rotate into the graben area. We expect to see periodic detachment of the scarp material throughout the upcoming winter and spring months if the corrective grading is not completed prior to the rainy season. The main landslide mass will likely move ocean-ward during and after periods of heavy precipitation. As previously reported to the Bureau of Engineering (BOE), we have detected minor subsurface movement or offset in the inclinometer in boring B-7 at a depth of approximately 60 feet. The recent data suggests that movement of approximately 0.1 inches has occurred in the direction to the south (towards the ocean slope). 664 WEST BROADWAY GLENDALE, CALIFORNIA

These conclusions are preliminary and are subject to change as our studies develop. The most recent inclinometer data for the site are included in Table 2.
