2. REACH DAILY WORK: SOME KEY ISSUES
IDENTIFICATION Critical step Very difficult step for UVCB in general Much more complicated for NCSs Criteria Botany Numbering/identifiers Composition
BOTANY
OPTIONS FOR REGISTRATION Bitter orange EINECS or not EINECS?... CAS EINECS orange, sour, ext. Extractives and their physically modified derivatives such as tinctures, concretes, absolutes, essential oils, oleoresins, terpenes, terpene- free fractions, distillates, residues, etc., obtained from Citrus aurantium, rutaceae
1 EINECS 3 (at least!!) EO Bitter orange peel oil is produced by coldpressing of the peel of the fruit Petitgrain oil is produced by distillation of twigs & leaves of the tree Neroli oil is produced by distillation of the flowers
COMPOSITION Many (MANY!!) components In some cases major part is unknown Variability even inside one characterized botanical species
COMPOSITION QUITE COMPLICATED Courtesy of ROBERTET
CHARACTERIZATION Proposed analytical methods (UV, IR, NMR) are not suitable for NCSs.What could be an acceptable waiving?
TESTING Ecotoxicological tests Complexity of natural products Volatile components by their very nature! Common tests not designed for NCSs
3. WHEN INDUSTRY MET OFFICIALS
DEFINITION OF AN ESSENTIAL OIL (As per Regulation (EC) No 1907/2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH),) 1. substance: means a chemical element and its compounds in the natural state or obtained by any manufacturing process, including any additive necessary to preserve its stability and any impurity deriving from the process used, but excluding any solvent which may be separated without affecting the stability of the substance or changing its composition
FRENCH ANGER

MAIN OBJECTIVES Help industry Help NCS consortia Solve some issues related to identification/sameness & ecotox testing Better understand ECHA s expectations related to dossier completion
